Secretariat of the Society Integration Foundation

The secretariat of the Society Integration Foundation (SIF) is the administrative body that is managed by the Director. The Secretariat is responsible for implementation of SIF Council resolutions, it ensures work of SIF Council.

The Secretariat involves 8 departments that ensure realisation of SIF objectives and functions.

Department of open calls for proposals (Tendering Department)
Its main tasks are the following:

  • To ensure organisation and progress of open calls for proposals according to approved procedures of the SIF;
  • To consult potential project submitters about issues of project development;
  • To ensure planning and organising of informative seminars about open calls for proposals;
  • To perform administrative and eligibility examination of projects;
  • To ensure communication and information exchange among members of valuation committees and experts of project assessment;
  • To perform secretariat functions for valuation committees and to ensure development of project assessment reports;
  • To ensure development and signing of project funding agreements.

Department of Structural funds monitoring
Its main tasks are the following:

  • To ensure monitoring and financial control of the EU Structural Funds projects administrated by the Society Integration Foundation according to approved procedures of the SIF;
  • To ensure regular co-operation and information exchange with project implementers;
  • To consult project implementers about issues of project implementation;
  • To assess reports and information by project implementers about project implementation progress;
  • To ensure planning and realization of project monitoring on the spot;
  • To collect information regularly about progress of projects funded by the SIF and to organise development of analytical and progress reports;
  • To develop and to present necessary documentation and reports concerning project implementation for the SIF Council.

Department of monitoring
Its main tasks are the following:

  • To ensure monitoring and financial control of the projects funded by the Society Integration Foundation according to approved procedures of the SIF;
  • To ensure regular co-operation and information exchange with project implementers;
  • To consult project implementers about issues of project implementation;
  • To assess reports and information by project implementers about project implementation progress;
  • To ensure planning and realization of project monitoring on the spot;
  • To collect information regularly about progress of projects funded by the SIF and to organise development of analytical and progress reports;
  • To develop and to present necessary documentation and reports concerning project implementation for the SIF Council.

Department of financial control
Its main tasks are the following:

  • To control compliance of project expenditures of funds with legislation and approved procedures of the SIF;
  • To consult project implementers about issues of finances and accountancy and to participate in informative seminars;
  • To assess financial reports, project budgets and other financial documentation submitted by project implementers;
  • To control compliance of accounting and project expenditures of funds with legislation on the spot during supervisory visits;
  • To collect financial data of the projects funded by the SIF and to analyse it;
  • To maintain records of allocated funds and disposition of funds as well as payments in data registration system PERSUES and in management information system of EU Structural Funds.

Department of projects
Its main tasks are the following:

  • To develop the capacity of the SIF – the integrated project implementer and service provider of great dimension – in following areas:
  • Society integration,
  • Development of civil society,
  • Technical support for foreign countries in activity spheres of the SIF.
  • To analyse opportunities to raise funds and new finance resources for the SIF;
  • To develop and submit projects of wide scale;
  • To monitor implementation of service projects and integrated projects of great dimension that are supported and must be implemented by the SIF itself;
  • To generate ideas of new projects and to manage activities that involve implementation of new initiatives.

Department of Administration
Its main tasks are the following:

  • According to instructions of management, to provide employees of the SIF with relevant working conditions to ensure effective job performance;
  • To ensure planning and organising of the SIF procurement purchasing procedures according to laws and regulations;
  • To realise human resources policy of the SIF;
  • To realise publicity policy of the SIF;
  • To provide the SIF with legal services;
  • To serve and ensure managerial support for the SIF management and for work of other departments;
  • To ensure and control record keeping of the SIF departments;
  • To operate with informative references in accordance with SIF documents;
  • To record meetings and conferences of the SIF;
  • To ensure and maintain the work of the SIF computer system without interruption.

Department of accountancy
Its main tasks are the following:

  • To organise the SIF accounting according to legislation requirements and to ensure lawful, reasonable and economical expenditures of the SIF funds according to the SIF objectives and tasks;
  • To maintain accountancy records and to provide the third party who is expert in accountancy with clear information about financial conditions and financial flow in set period of time so that he or she can establish the beginning of each operation and track its progress;
  • To register payments in accounting register and to adjust it with accounting registers of the Treasury;
  • In accordance with regulations and instructions of the Treasury, to develop and submit accounting reports about budget utilisation;
  • To organise stocktaking and to make a list of resources that are in possession and in use by the SIF.

Department of internal audit
Its main tasks are the following:

  • To assess internal control systems that are developed by the SIF, to report to the SIF Council on evaluation results of the systems, to suggest necessary advancements and to supervise implementation of these suggestions;
  • To asses internal control systems of programmes and projects that are being administrated by the SIF, to report on evaluation results, to suggest necessary advancements and to supervise implementation of these suggestions;
  • To inform regularly the SIF Council and the national official in charge about non-compliances – recognised by the SIF - in administration and implementation of projects and programmes that are partly or fully funded by the European Commission;
  • To co-operate with European Court of Auditors, European Commission, the Ministry of Finance, the State Audit Office and other state administration, legal or physical entities concerning issues of auditing process.
